I have an older side mount valve and only part number I can find on it is Swimquip WC27-91. Is this the correct replacement diverter and gasket?

Yes, according to the part number you provided that is the correct diverter and gasket for your valve.

Why can I not just purchase the gasket separately instead of having to buy the entire diverter ?

That is the way the manufacturer has decided to sell this product as they feel that it is best for them to glue in the gaskets at the factory vs. allowing the homeowner doing it themselves. The manufacturer feels that there is too much room for error by allowing the homeowner to glue in the gasket.

My swimquip filter valve leaks from the waste port when pool is in operation with the valvis in the filter position. This happens when the 3 way valve is in skimmer position but stops leaking when the valve is set to the bottom drain position. Could you please explain why. Thank you.

Hi, Robert. Unfortunately, I do not have a specific explanation for why the valve only leaks when the pump is drawing water through the skimmer and not the main drain. The only suggestion I have is that you check the valve that controls water flow to the skimmer
