If you mean the flow keeper valve, reference page 5 on this installation manual to see how to install it. Baracuda G3 Owners Manual

Dan - I'd take the diaphragm out again and reassemble it and compare each step to the pictures. Push the diaphragm is as far as you can the compression ring should define how far out it is. If this doesn't correct your problem, check your suction hose segments for leaks.

I have good suction (measured with meter) and no blockages, but the cleaner won't move. I'm not sure the diaphragm is seated right. When disassembling it looked crocked at the lip. Not sure how far in to push it, should it seat flush or back about 1/2 inch? No holds that I saw in diaphragm (which is usually my problem). How should the diaphragm look when inserted? Any other causes of not moving?

Neo - It sounds like you might have debris restricting the diaphragm or you need to increase the flow to your cleaner. Using this guide, remove the cleaner's diaphragm and check it for damage or obstruction. For water flow adjustments, see the Zodiac G3 Owner's, Manual. See sections for the Flowkeeper Valve and Pool Pulse as applicable.

How often should you replace this? I have a G3 that moves across the bottom of the pool but does not go up the sides of the pool

Zodiac G3 Nut - The handnut on the cassette portion of the cleaner should screw off in a counter-clockwise direction. It may be corroded shut. Try tapping around the handnut gently with the handle end of a screwdriver or try soaking it in TSP solution.
