This says cures or sets underwater. Will it set in a cracked skimmer before I raise the water level? There is no water in the skimmer and I would rather repair it before filling the pool and opening it. It's an old patched spot that I want to reinforce.

Yes it will set whether there is water in the skimmer or not. I would prefer no water and at least 24 hours to make sure the epoxy has dried.

I mixed the two epoxies together and used a putty knife to push the putty into the opening between the tiles. I did this in several places. I also used it just under the tiles where there were gaps with the diamond brite plaster. Dried to a nice white color. Just be sure to follow the instructions and use latex or rubber gloves when using this product. The instructions state not to get the product on your hands. I was using thick rubber gloves which were clumsy. After a while, I took them off and mixed it without gloves. I was putting the product underwater, so I figured my hands would stay clean. Not so. Later that evening, I developed a rash on both my arms. It has since gone away, but not worth risking damage to your nervous system. USE GLOVES!
