Safety buoy for pools

What material is this made out of? Also how are the straps secured to the ring?

This is manufactured out of a dense foam and the straps are both glued and sewn into the buoy and are non-removable.

Is there any regulation in the US regarding how and where to install safety equipment in the pool area? For example, at what height should the ring safety buoy be installed from the deck floor?

The regulation states that you must a coast guard approved ring buoy at least twenty (20) inches in diameter attached to a throwing line having a length of one and one-half (1 1/2) times the width of the pool up to a fifty (50) feet maximum length of rope and a life hook of the shepherd’s crook style with minimum twelve (12) foot handle attached with stainless steel nut and bolt. For Type “A” and “E” pools a rescue tube may be used in place of a shepherd’s crook and life ring. The height is not specified but it should be high enough to grab easily in an emergency.

Cons: Only lasts for a single season
I kept this on the pool fence which was constantly in the sun. I think this deteriorated the ring. The foam flakes off when you handle it. Perhaps if I keep it out of the sun this year, it will hold up one more season. I guess for the inexpensive price, you could consider this item a yearly purchase.

I like the foam ring buoy. It seems sturdy enough. However, I thought it would have a longer rope on it, so if someone needed help you could actually PULL them in with the rope. What are your thoughts on that ? Do they make them with a longer rope ? I do like the blue colors in it ! Thank You !!!!!!!
