Is this part necessary for proper operation of my pool sweep or is it just for cosmetic and providing a handle? My tabs are broken off and I cannot install the old one.

It is basically cosmetic. It would provide a bit of protection for the cleaner rubbing if the unit turned upside down. The cleaner will continue to operate whether it is on or off.
