Flow Sensor, E3T 0005/0011 - 017155F
My unit is 2 years old is it possible the flow rate sensor could be clogged or is it just bad I and reading no flow rate

Glenn, Yes, it is possible. I would recommend taking a look at the sensor. Sometimes, debris can surround it and cause it not to sense enough flow.

Our Raypak electric heater was not working; specifically was not heating the water at all and did not display the temperature on the dial. I watched some youtube videos and discovered my flow sensor was likely the source of the problem. I used needle nosed pliers and pulled out the old flow sensor to find it was broken into two pieces. It was simple to replace with the new one. And the spa heater was working once again!
