Gregg, The cover latch prevents the lock nut from being loosened. Without the cover latch, the lock nut can be loosened while the filter is in use. If that were to be the case, the lid can blow off causing severe damage to anything or anyone in its way.

how do you get this clip re-attached to the cap? the hole it seems to go into seems to small. when i turn it sideways looks like it would catch but then 90 degrees. do i force it in the right position? so i am afraid to break it off again.

The clip does just slide on. You dont want to force it as it will break it. Sometimes if you use a little dawn dish soap it will help. Dont use too much or it will be too slipper to hold and put on. I would put it on the nut where the clip slides into it.

You have it correct, start off at the 90* & yes you will have to force the clip into place. It needs to have tension on it when it is completely installed.
