Where does the O-ring for the impeller screw go? does it go on the outside of the impeller where the screw goes in or is it underneath between the impeller and the shaft seal? I'm assuming it goes on the outside, the last thing before the screw is reinstalled.

Jim- The o-ring for the impeller screw would go on the actual impeller screw and seat up against the head of the screw and the impeller, much like a washer would sit on a screw or bolt.

You show that the impeller screw that this o-ring goes with is obsolete. Why is it obsolete? Is there a replacement for part 39009900? During reassembly, how tight does the impeller screw need to be?

Hi Brian, unfortunately, there is no replacement for the impeller screw however it is not a necessity. Once the impeller is threaded on(hand tightened) then it is secure.
