A friend gave this to me and I am not sure how to use this product. Do I need a dispenser or something?

It does appear that you need a dispenser. I have found a manual for you New Water Cycler. The piece you have is the cartridge, you still new a vessel. I am sorry, but it does not look like we carry the whole cannister, just parts. Please check HERE for a possible location that will see you what you need.
