That is going to be a track for the inground pool liners. Here's a link for the different coping we carry for inground pools.

Will this type of tracking work on top of hollow cinder block walls with pavers on top?

This is model would not be suggested for this application. This coping is fastened down from the top and would not have anything to screw to. I would suggest the VM3 coping profile for this application it is screwed to the face of the block wall,

Pros: was coated or painted white

Cons: None

I could not find the exact replacement liner track for my 42 year old pool. Had to modify the the coping install. This track was better than expected.
