The 200400T 36" Dual Handrail Drop in Step/Taupe has a ballast tray designed to hold ballast bags filled with sand. You would need approximately 125 lbs of sand to keep the step in place.

Does this ladder come with the flanges/hardware? Is the ladder plastic?

Structural foam molded parts have two to five times better strength-to-weight ratio than other materials and offers superior dimensional stability. These ladders come with the flanges and hardware required to install the flanges.
