Can this be retro-fitted on an already existing concrete pad around the pool. Also, doe it come with all the necessary hardware to install?

Hello, The rail can be installed in a pre-existing deck by drilling into the deck. To install the rail, you will need 2 plastic deck anchors or 2 bronze deck anchors. You will also need 2 escutcheons.
