Hi, I need to change/replace my in ground pool light fixture, I noticed a gummy material sealing the old cord to the old future casing. Is this the old Epoxy putty? If so, I need to drain the pool enough to remove the old putty, replace the light fixture and seal it with the epoxy putty?

Darron, This is not recommended for vinyl liners. You may want to try a vinyl liner repair kit.
