I have a Teledyne Laars EPS325 pool heater and it goes on for 15 seconds and then off for 5 seconds and repeats that cycle over and over, could this be the flam/heat sensor causing the problem?

Hi Bill, You will have to get a service technician to diagnose what is cause the heater not to start, a few things can cause the problem you're having.
