If this is your filter that you can view the breakdown here then yes that is the correct part. If not then you will need to use the model filter and or other part numbers off of the unit to cross reference and confirm compatibility.

2008 CCP420- replaced cartridges, HFARV, stem tube, did not replace top manifold - no evidence repair needed, working until vacuuming then overloaded by debris. Is it necessary to change the existing (obsolete) top manifold to work with the new air bleed stem tube? I.e., 170027 needed for 170028 to work? Anything else I should try besides changing o-rings and repeated filtering and cleaning? Thanks!

If nothing else is cracked and you have changed all the o-rings on your filter then the air leak may not be coming from your filter but your pump or plumbing.

how removed the cartridges from the mounting part

Our guess is that the cartridges you have are older & have some swelling making it difficult to remove from them from the top or bottom manifolds. See breakdown image provided. There really is nothing other than the cartridge no being very tight on the manifold to prevent it from removing.
