I'm sure it should be obvious to me, but where does the rubber o-ring go? I don't have one currently in my set-up.

Hi, The o-ring will go into the grove in the bottom of the skimmer, as shown in the Sta-Rite / Swimquip U-3 Part Diagram.

Zip ties, glue
In my old float valve, there was a weighted O ring, like a metal of some sort. It fit within the top part and the base. The top came apart from the base so I tried hot glue to put it back together. That worked for a while but eventually came apart.
Then I used super glue. No. Moved on to Gorilla glue and that held it together longer. The only thing that held were three zip ties evenly spaced, but the swivel flap on the bottom broke off.
Back to the glue but gave up on that and ended up leaving it off. It was a mess. Consequently, the suction was terrible. Kept being a cheapskate because I couldn't see paying so much for this piddly little part. Turns out that with a malfunctioning part in your equipment it throws other components off.
So take my advice and replace things as needed. Finally got a new one from Inyo, reasonably priced, and the skimmer now works perfectly.

I was a little worried that this would fit, but the INYO folks assured me it would. Sure enough, it fit like a glove. The O ring under the part has disappeared, no telling where it went. It seems to have no real effect on performance. Then two days ago I discovered another smaller O ring in the basket next to the pump. Don't know where that goes, but I'm holding onto it for now. Once again, little skimmer is still skimming. My old one was glued together, then strapped together with zip ties. Then the disc within the part was constantly in the down position. All I know is this new float valve is doing its job perfectly.
