How often I have to change the sand in the filter?

Manuel- Generally you would change the sand in your Jacuzzi Laser 19" Sand filter every 4-7 years depending on location and how dirty the pool actually gets.

does it come with the sand and atwist and lock plug

Rick, The sand is not included with the filter, and pump comes with a 6' Cord Length with 3 Prong which is not twist locked. We do have 3` Cord, Twist Lock Plug (813-3000) available.

I currently have a waterway 1 1/2 hp cartridge filter system.. Above ground 17509 gal pool..it's 6 years old. Last summer pool was a struggle to keep clean.. Was thinking about getting a sand filter.. Do u recommend sand filter is better then the cartridge ??

Hi Anthony, Actually cartridge filter will filter the water better than sand filters. However sand filter are very low maintenance compare to a cartridge filter.

I pump filter does not fill up with water. No leaks. I was vacuuming the pool when this happened.

If the issue only arises when you are using a vacuum hose, there is likely a pinhole air leak in the hose. To check for hose leaks, cap the ends of the vacuum hose then submerge it. If the there is a leak, the escaping air bubbles will show you where.
