can this new cover springs fit the anchors thats already in the concrete ?

Hi, Jeff. If the cover is of a different manufacturer it will not, you can also use the 20'x40' Template to locate the anchor points.

i still have the cover but i dont know who the manufactor was...how can i tell ?

Jeff, The cover should have a tag with their info on it. If you're able to locate that tag, then you can determine the manufacturer.
