Will this $399 cover fit a 14 by 28 pool with end steps or is the cover only 14 by 28 in size?

Does the pool coer come with gromets and the tool to tighten the straps?

Good day, our covers would not have grommets only the straps. All hardware is pre-packaged in individual poly bags. Each kit includes the brass concrete anchors, spring, buckles and spring sleeve.
