The shaft seal is installed between the impeller and the motor mounting plate. Here is a great video on How To Replace a Pool Motor Shaft Seal.

Is U.S. Seal Manufacturing Sealube to seal between the metal base of the spring loaded side of the seal and the volute base, or between the rubber of the impeller side? Or both sides?

You would apply the lube to the rubber parts of the shaft seal.

It worked perfectly, just snip the end and apply as needed, but I almost threw it away.
When you receive the shipment, carefully inventory everything.
This item comes with a tag that, at first glance seemed to have nothing attached.
I was waiting to receive this item and went online to check why the lube hadn't arrived.
Since the item showed as having been shipped, I looked again at the boxes and wrapping that I was planning to discard.
There amongst the other wrapping items was my 1cc pillow.
When you think pillow, imagine a pillow for a grasshopper. Fortunately, the tag is large enough to see.
Using it is a snap, just squeeze out what you need.

Pros: The recommended correct lubricant
Cons: Rediculously pricey for such a small amount
The pillow pack size is more than enough to replace a pump motor and install a new seal and gaskets.
